National AI Policy 2025 won cabinet approval on Wednesday, with the government setting targets to train one million professionals by 2030 and launch 50,000 AI enabled civic projects.

The policy aims to turn Pakistan into a digitally empowered economy by expanding access to AI in public services, education, agriculture, and business.

The Prime Minister’s Office said implementation will start after the formation of a high level AI Council and a detailed master plan.

The government is already applying AI in tax reforms to improve revenue and governance.

The policy creates a national AI ecosystem that supports research, startups, and adoption across ministries.

An AI Innovation Fund and an AI Venture Fund will back private sector development and help new companies scale.

Public bodies will be guided to deploy practical AI tools that improve service delivery for citizens.

Human capital is the core of the plan.

One million Pakistanis will be trained by 2030 through universities, bootcamps, and industry partnerships.

The roadmap includes 3,000 scholarships each year. Over the next five years, the government targets 50,000 AI enabled civic projects and 1,000 local AI products.

Inclusion is a stated priority.

Women and persons with disabilities will receive focused support to join the AI workforce.

Provinces will be encouraged to run outreach programmes so that training and jobs reach smaller cities as well.

Security and ethics are built into the framework.

The policy strengthens cybersecurity, data protection, and responsible AI standards.

It aligns with global regulations and seeks international partnerships for knowledge sharing and investment.

The document was developed through wide consultation with government, academia, industry, and civil society.

The next step is an action matrix that assigns timelines and responsibilities to each ministry, with regular progress reviews.
