KP Livestock missing vehicles is the core finding of a new audit that reports at least 80 government vehicles are missing from the Khyber Pakhtunkhwa Livestock and Dairy Development Department.
The audit for financial year 2023–24 found a mismatch between the department’s records and Excise Department data.
The department submitted a list of 97 vehicles. Cross checking showed 80 additional vehicles registered under the Director General Livestock that were neither listed in official records nor found in field offices.
The missing units include one Suzuki Bolan, ten Wagon‑Rs, one Toyota Gli, nine Toyota Hilux, and 59 vehicles of unspecified type.
Excise data reviewed covers 2007 to 2021, so the actual number could be higher because records after 2021 were not available.
KP Livestock missing vehicles: weak controls flagged, inquiry and recoveries underway
Audit documents say the vehicles may be in use by unauthorised persons and link the lapse to weak administrative controls.
When the issue was pointed out in December 2024, no formal reply was received from the department.
A Departmental Accounts Committee meeting was requested through a letter dated January 8, 2025, but was not convened by the time the report was finalised.
The audit recommends a special audit to trace the vehicles and fix responsibility.
Provincial Minister for Livestock Fazal Hakim confirmed that recovery letters have been issued.
An inquiry committee is working under the Secretary Livestock to identify where the vehicles are and who authorised their use.
The next steps include tracing each registration, matching engine and chassis numbers, and issuing show cause notices where custody cannot be proven.
For taxpayers and service users, the issue is simple. Vehicles bought for livestock projects must be on the road and on the books.
